Reps will discuss the national youth welfare fund bill

According to the Nigerian Tribune’s story from the 14th of September 2023, the House of Representatives will begin debating the broad ideas of a measure that aims to create the National Youths Welfare Scheme Fund on Tuesday after returning from a two-month break.

The Speaker’s private member’s bill, Hon. Tajudeen Abbas,

aims to administer and organise Youth Welfare Services to address connected issues and lessen concerns with the nation’s security and governance.

The House Committee on Rules and Business, which is presided over by Hon. Francis Waive, gave the measure the go light for Second Reading.

When it is founded, the Fund will be in charge of managing and coordinating young unemployment assistance to lessen Nigeria’s difficulties with governance and security.

Regarding beneficiaries’ eligibility, Clause 8(1) states that: “A person shall be a youth of between the ages of 18 and 35; provide a verifiable residential address; demonstrate the need to be assisted from the Fund; present a letter of attestation from his village or community leader identifying the person as an indigene of the village; and provide any other thing the fund may from time to time request.

The member-sponsored bill also aims to create a board that will be presided over by an Executive Chairman chosen by the President.

The Fund’s duties are outlined in Clause 7 of the bill, which states: “The Fund shall be accountable for:

(a) carrying out the provisions of this Bill; giving general guidelines and overseeing all policy matters III in relation to the Fund; figuring out any necessary financial details to improve the welfare of the youths; monitoring the operation and evaluating the progress of the scheme; coordinating with the necessary parties to determine the projects and programmes of the Fund; and figuring out the modalities required to identify the youths who will benefit from the Fund.

Clause 12(1a-f) states that the Fund “shall establish and maintain funds which shall consist of all subventions and budgetary allocation from the Federal Government; all funds, assets, resources, undertakings, and such rights and interests as the Fund may from time to time acquire; all sums accruing to the Fund from time to time; gifts, donations, and contributions from national and international Institutions and ph
