Donald Trump announces his pick for Secretary of State, signaling key shifts in U.S. foreign policy and diplomatic priorities.
U.S. President-elect Donald Trump has nominated Florida Senator Marco Rubio for the role of Secretary of State. Known as a China hawk, Rubio has been regarded as a top contender for this position for some time.
In a statement released on Wednesday, Trump declared his decision, praising Rubio as “a strong advocate for our nation, a true friend to our allies, and a fearless warrior who will never back down to our adversaries.” Meanwhile, in a social media post, Rubio expressed that he was “honored by the trust President Trump has placed in me” and pledged to “work every day to carry out his foreign policy agenda.”
During the lead-up to the 2016 election, Rubio and Trump had intense conflicts as the Florida senator attempted unsuccessfully to secure the Republican presidential nomination. Although he has since emerged as a steadfast supporter of Trump, Rubio’s foreign policy perspectives are generally more neoconservative compared to Trump’s “America First” style of isolationism.
Rubio endorsed the 2003 Iraq invasion, an action Trump labeled as a “big, fat mistake.” Additionally, Rubio advocated for US intervention in Libya and military assistance to anti-government jihadists in Syria. He also supported imposing stricter sanctions on Iran. In 2018, he did not dismiss the possibility of backing US intervention in Venezuela.

Although Rubio initially supported military aid to Ukraine, he has since adjusted his position on the conflict to align more closely with Trump’s views. In April, he voted against a $95 billion foreign aid package that allocated approximately $60 billion for Kiev and stated last week that the situation had reached a “stalemate” and “needs to be brought to a conclusion.”
In September, he mentioned that although he is “not on Russia’s side,” the reality is that the war in Ukraine will conclude through a negotiated settlement.
Both Rubio and Trump advocate for stringent policies regarding China. Trump has proposed increasing tariffs on Chinese imports, whereas Rubio has urged the White House to prohibit all component sales to China’s telecom giant Huawei and commit military support to Taiwan. In 2022, he stated that China’s economic and military ascent is “undoubtedly the primary geopolitical challenge of the 21st century.”
Rubio wasn’t the sole Florida Republican selected for a prominent role on Wednesday. Shortly after declaring Rubio as his chief diplomat, Trump put forward Representative Matt Gaetz for the attorney general position. Known for his hardline conservative stance, Gaetz has consistently criticized current Attorney General Merrick Garland of “weaponizing” the justice system against Trump and referred to those jailed from President-elect’s supporters who took part in the January 6, 2021 riot at Capitol Hill as “political prisoners.”
