Rivers government reshuffles assembly’s clerk and deputy in response to conflict between governor and lawmakers
Emeka Amadi, the state assembly clerk, and his deputy have been redeployed, according to an order issued by the Rivers State Government about changes to the state civil service.
The redeployment may have been made in response to the state’s political turmoil, even though no explanation for the move was provided.
Amadi, the House Clerk, has been transferred to the Scholarship Board, according to a memo released on Thursday by Dr. George Nweke, the State Head of Service.

Likewise, Calistus Ojirika, the Deputy Clerk of the House and the Head of the Legislative Department of the House of Assembly, was assigned to the Readers Project.
The reposting is effective immediately, according to the document headed “Rivers State Governor Effects New Postings in Rivers Civil Service.”
It stated that the impacted officers’ service records will be transferred to the offices of their new postings and instructed them to finish the handover processes to the highest ranking authorities in their respective departments.
The letter states as follows: “Some posts in the state’s civil service have been made by Dr. George Nwaeke, Head of Rivers State Civil Service, pursuant to Circular No. A238/VOL.XV(15)/81, dated November 20, 2023.
“Dr. Nwaeke identified the individuals impacted in a memo titled ‘Senior Staff Posting,’ including Mr. Emeka Amadi, the Clerk of the Rivers State House of Assembly who is currently assigned to the Scholarship Board.
“Mr Georgewill Otto, an assistant director in the Ministry of Physical Planning and Urban Development, has been transferred to the Rivers State Small Town and Rural Water Supply Agency, while Mr IK. Calistus Ojirika, deputy clerk and head of the legislative department in the House of Assembly, is now posted to the Readers Project.
“The memo directed the affected officers to complete handover procedures to the most senior officers in their respective departments as their service records are expected to be moved to the offices of their new postings,” it said. “The posting takes immediate effect.”
