Osun: Mixed responses follow Gov. Adeleke’s executive orders

Ademola Adeleke, the recently sworn-in governor of Osun State, requested approval from the populace to issue six executive orders during his inauguration speech on November 27, 202

The directives, according to Adeleke, who had just taken the oath of office as governor, will assist him in getting started quickly in running the state.

The executive orders were not a surprise to many people.

Others, however, found it shocking because the state had never before in its 31 years of existence been subject to such directives.

A lot of people don’t know what an executive order is.

The governor wanted the people’s permission to introduce the executive orders, even though he didn’t require their approval from the Osun State House of Assembly to issue them.

The Executive Orders of Adeleke

Adeleke signed the directives on the first day of the new administration, giving them legal effect. Here are the orders:

All government accounts in all banks and other financial institutions were to be immediately frozen, according to Executive Order Number 1 on the state’s bank accounts.

Executive Order No. 2 on staff audit required all heads of Osun State Government Ministries, Departments, Agencies, Commissions, Boards, and Parastatals to immediately conduct a staff audit of the actual number of government employees in their various Ministries, Departments, Agencies, Commissions, Boards, and Parastatals, as of July 17, 2022, and to file a report with the Office of the Chief of Staff to the Governor stating the full details and position or designation.

All employments made in the Osun State Government’s service in any capacity and into any role in all the Ministries, Departments, Agencies, Commissions, Boards, and Parastatals after July 17th, 2022, are to be and are now declared void, according to Executive Order No. 3 on Employment.

All appointments made after July 17, 2022, in any capacity within the Osun State Government’s ministries, departments, agencies, commissions, boards, and parastatals are now revoked in accordance with Executive Order No. 4 on Appointments.

All appointments of traditional rulers made by the Osun State Government after July 17, 2022, are hereby ordered to be reviewed to ensure strict compliance with the chieftaincy declarations and native law, custom, and tradition relating to such chieftaincies. This is in accordance with Executive Order No. 5 on Chieftaincy Affairs and Appointment of Traditional Leaders. The appointments of Akinrun of Ikinrun, Aree of Ire, and Owa of Igbajo are now postponed pending review in the cases of Ikirun, Iree, and Igbajo in order to prevent a further collapse in law and order.

So, security agents have been told to take charge and leave the palaces of Akinrun of Ikirun, Aree of Iree, and Owa of Igbajo empty.

In accordance with the executive orders numbers 2, 3, 4, and 5 earlier issued by the state governor, Executive Order No. 6 established Review Committees.

Reactions

Akinrun of Ikirun, Aree of Iree, and Owa of Igbajo’s installation process was suspended, and security agencies were instructed to occupy their palaces, as was to be expected. Additionally, the appointments of 30 permanent secretaries were reversed, and earlier recruitments into the state civil service were annulled.

In the Executive Orders, The State of the Virtuous and The State of the Living Spring were meant to stand in for The State of Osun and The State of Osun, respectively.

The state’s residents’ response was conflicted. The Osun State House of Assembly took the initiative by declaring that it will continue to refer to the state as the “State of the Virtuous” rather than the “Living Spring” as the governor had ordered.

It said that the name change problem is a legal issue, so it will keep things as they are.

In response, the Osun State Government quickly established each review committee. Additionally, the administration denied reports that it had fired all freshly hired teachers and healthcare professionals.

Furthermore, it denied removing any traditional leaders.

In the meantime, the state’s inhabitants are eagerly awaiting the results of the various committee sessions because the committees have not yet submitted their findings.
