The recent statements made by Philip Agbese, deputy spokesman of the Federal House of Representatives have garnered strong disapproval from the Energy Transparency Initiative (ETI).
Agbese leveled accusations against the Nigerian National Petroleum Corporation Limited (NNPCL) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), citing their efforts to undercut the Dangote Refinery.
ETI released a statement through its convener, Ganzallo Gbenga, and programme officer, Chinelo Ochiaga. They denounced Agbese’s accusations as false and unsuitable for someone in a federal lawmaker position.

The group stressed that his statements undermine his responsibilities as a representative of the people.
ETI stated that while they do not represent NNPCL or NMDPRA, their decade-long commitment to promoting transparency in the sector has given them knowledge of the conflict between Dangote Refinery and regulatory authorities.
They find it concerning that Agbese is prioritizing advocacy for the refinery over his legislative responsibilities.
According to the ETI, Agbese’s apparent favoritism towards a particular business interest raises doubts about his ability to carry out his duty as an unbiased arbitrator.
The statement pointed out that he has been relatively silent in the House of Representatives with no sponsored bills or motions moved, and lacking any initiatives aimed at empowering his constituents.
Agbese was accused by the group of prioritizing the interests of Dangote Refinery above those of Nigerians. They cautioned that his partiality could weaken the regulatory structure entailing fairness and transparency in the industry.
Agbese’s request for the removal of both the Group Chief Executive Officer of NNPCL and Authority Chief Executive of NMDPRA was deemed unfounded and lacking in merit by ETI. They advised Agbese to gain a better understanding of how these organizations operate prior to levying baseless accusations against them.
The practice of using public institutions for personal gain through blackmailing has come to an end. The strategies employed will not work on government agencies anymore.
Agbese’s interference in the intricate oil and gas sector is unwelcome, thus we suggest he resign as Deputy Spokesperson of the House of Representatives.
If his desire is to defend NNPCL, then he may consider seeking employment there instead.” Such was the statement made by a spokesperson.
The House of Representatives’ leadership was urged by the ETI to take Agbese’s actions seriously and prioritize their legislative duties.
The organization emphasized that lawmakers should refrain from interfering in regulatory matters they do not comprehend entirely, as it jeopardizes the functionality of regulatory bodies and undermines efforts aimed at achieving transparency and accountability within the oil and gas sector.
